Long Range Transmission Planning

Long Range Transmission Planning (LRTP) is a key initiative of the Reliability Imperative. The focus of LRTP is to improve the ability to move electricity across the MISO region from where it is generated to where it is needed - reliably and at the lowest possible cost.

Long Range Transmission Planning (LRTP), an essential element of planning the regional grid to be reliable and efficient, focuses on the long-term (i.e., 20 years) planning horizon. LRTP efforts are launched periodically when needed to address significant changes to future conditions that the grid must be prepared to address. 

Long Range Transmission Planning results in projects that are regional backbone facilities needed to move bulk power between geographically dispersed areas within MISO. While they provide for a reliable and efficient grid based on forecasted resource developments, they are not intended to resolve all connection issues associated with precise siting of future generation or load. 

Long Range Transmission Planning follows MISO’s well-established seven-step value-based planning process and is part of MISO’s overall MTEP process. Outlined below are the high-level descriptions of each step:

  1. Develop Future Scenarios: Develop scenario-based futures with resource forecast and siting.
  2. Develop Resource Plan and Site Future Resources: Develop planning models utilizing futures.
  3. Identify Transmission Issues: Identify potential transmission issues.
  4. Integrated Transmission Development: Integrate proposals for solutions to issues.
  5. Transmission Solution Evaluation: Evaluate the effectiveness of various solutions.
  6. Project Recommendation and Justification: Recommend preferred solutions for MTEP implementation.
  7. Project Cost Allocation: Apply appropriate cost allocation.

LRTP Tranche 2.1 addresses transmission in MISO's Midwest Subregion. As of September 19, 2024, the portfolio includes 24 projects totaling $21.8 billion and provides benefits in excess of costs.  

Planning with stakeholders commenced during the fourth quarter of 2022 and is expected to be finalized with MISO Board of Directors’ approval in December, 2024. 

In July of 2022, MISO's Board of Directors unanimously approved $10.3 billion in new transmission projects. This LRTP Tranche 1 Portfolio is the first of four tranches of transmission solutions developed to provide reliable and economic energy delivery to address future reliability needs.

Cost Allocation discussions are underway for the LRTP Tranche 3 effort and stakeholder engagement can be found at the Regional Expansion Criteria and Benefits Working Group (RECBWG).  Transmission planning will commence when appropriate as the Tranche 2 effort nears the end of its cycle.  Tranche 3 will focus on the South region of MISO. Further information will be provided at a later date.

LRTP Tranche 4 will address the North/South interface limit. Further information will be provided at a later date.
